"Appalachian Mentality": Examining Perceptions of Appalachia Among Ohio Works First Program Managers

Poverty and welfare are often imagined as a primarily black, urban problem. Appalachia represents a rural, largely white and persistently impoverished population that is largely under-examined in welfare literature. The present research examines the ways that welfare-to-work program managers discuss Appalachian welfare clients. Perceptions of people on welfare have long been racialized but I plan to discuss how class and perceptions of Appalachians come into play for poor, white, Appalachian welfare recipients. To do this, I analyze qualitative interviews with the program managers of the 24 Appalachian counties in Ohio from which data were collected. I plan to explore how Ohio Works First program managers talk about Appalachian clients with regards to their cultural knowledge and capital, and to address the larger question of what program managers mean when they refer to “Appalachian mentality.”
