Community Minded: Individual and governing official perceptions of non-resilient communities

Community partnerships and relationships are vital to effective coordination, integration, and mobilization of building resiliency, development of and sustaining resiliency. Non-resilient communities do not always get invited to participate in transformational activities to develop resiliency, have distrust of civic engagement and are opposite of resilient communities. In defining non-resiliency, it is important to look at what defines a resilient community. Defined as an inclusion of characteristics and qualities of a community`s ability to thrive and adapt following a collective trauma, resiliency is the community`s capacity to experience and endure a traumatic event more so than the result of individual response efforts. It is the community`s capacities to produce community resiliency, measure those pre-event capacities to determine its recovery potential, and thrive post-trauma or survive after an adversity. The purpose of this study was to investigate non-resiliency in Canton, Ohio, Stark County. The participants were randomly sampled using the survey measurement tool called THRIVE (Tool for Health and Resilience in Vulnerable Environments). This study explored attitudes, perceptions, and behaviors of 185 Stark County residents and 45 local officials, which included governing officials such as elected officials, appointed officials, and department heads within the top five zip codes with limited equitable opportunities, highest unemployment rates, and higher concentration of poverty.
