Hierarchical workforce scheduling with limited substitution as well as full-time and part-time workforce mix

We study single-shift workforce scheduling problems in which the operation requires seven days a week with m types of workers. Type-1 worker is the most qualified, type-2 worker the second most qualified, and so on. A higher qualified worker can only substitute for a less qualified worker in certain limited levels. The principal requirements in the research problem are: (1) at least δ ki workers of type k must be on duty on day i; (2) each worker must have two days off each week, and A weekends off in the B-week schedule horizon. The secondary requirements are: (1) a worker should get consecutive days off if this worker is on duty for two weekends in a row; (2) the workstretch should be kept between two and five. We consider alternative workforce policies. First, we introduce limited substitution to full-time workforce scheduling. Afterwards, we introduce two types of part-time workers called limited and unlimited part-timers. The workforce is made up of full-timers combined with either or both types of part-timers. The objective is to find the most economical workforce mix to satisfy requirements.
