The purpose of this dissertation is to provide a general framework for designing groundwater quality monitoring networks that determines the optimal gathering of information in order to decide when to initiate remediation, and to develop practical applications of such a framework. The design problem is formulated as an optimization problem which makes an explicit link between monitoring decisions, the information gained, and its impacts on later remediation and avoidance decisions. The objectives include monitoring, remediation, and contamination costs. The decision variables are monitoring well locations, sampling time, and remediation decisions. A stochastic solute transport process with Bayesian sampling analysis is modeled mathematically, with an explicit probabilistic description of contaminant concentrations. A practical design procedure is outlined to evaluate monitoring programs using this framework. Examples are provided to illustrate Bayesian parameters identification, source attribution, and monitoring network work design.
