Providing Developmental Intervention for Young Maltreated Children: The Role of Demographics and Organizational Climate on Interventionists' Perceptions

The 2003 amendment to the Child Abuse Prevention and Treatment Act requiredthat all children under the age of three years who are victims of substantiated abuse or neglect be referred to publicly funded early childhood intervention programs. Programs authorized under Part C of the Individuals with Disabilities Education Act (IDEA) of 1997, hereafter referred to as Part C, are the designated coordinators and providers of these services. Part C programs were developed to address the developmental needs of young children. This study examined providers' perceptions of a mandate to serve a population for which many have limited training or experience. The findings indicate that Part C service providers are willing to serve this population and that organizational climate in Part C agencies contributes to providers' perceptions of this mandate.
