Mapping Narratives of Self-Determination, National Identity, and (Re)balancing in New Caledonia

As the era of decolonization comes to a close, few overseas territories remain. Among them is New Caledonia, a territory of France, situated in the Western Pacific. Lagging behind in the race for independence that followed the Second World War, the diverse population of New Caledonians will vote on their independence starting in 2018. Representative of numerous other internal conflicts, the indigenous group on this island has increasingly pressed for self-determination through full sovereignty. However, self-determination can be realized through multiple systems of governance: electoral politics, federalism, democracy, consociationalism, and liberal multiculturalism. This research explores three questions: What are the dominant narratives underlying the independence debate? How are these narratives defined? How does the framing of these narratives and the narratives themselves promote or hinder certain outcomes? By interviewing and collecting news articles from a variety of political actors I identified the party objectives and concerns that will influence the course of the political transformation of New Caledonia. Central to this examination are methods for governing culturally diverse populations, the representation and participation of marginalized groups, and how the concept of (re)balancing shapes the independence debate. The struggle for self-determination can take many forms, but it is a pervasive and widespread issue facing many marginalized groups in today’s globalized society.
