Saudi Teachers' Perceptions of Their Profession under Neoliberal Reforms

The purpose of this dissertation is to explore how Saudi teachers perceived the neoliberal changes seeping into Saudi educational policy in three stages since 2000. It explores how their professional and moral dimensions of their teaching were impacted, and how the reform discourse reoriented teacher subjectivity, that is, their moral motivation, the practice of their profession, and their sense of authenticity. This study employed a basic interpretive qualitative research design, using semi structured interviews. The Foucauldian post structural concept of discourse and Ball's concept of teacher subjectivity provided the conceptual perspective underlying the research design and analysis. The study concluded that the neoliberal discourse in these three stages of policies did not have a major impact on the moral and professional dimensions of teaching for these teachers. Though the teachers were not part of the decision making and had less than full control of their profession, they had and created the space to exert their professional and moral agency in their interaction with students. The neoliberal discursive practices of Saudi educational reforms failed to reorient the teachers' subjectivity to neoliberal ends, such that the teachers were able to maintain their moral motivation, their unique practice of their profession and their sense of authenticity. The local context, interaction between administration and teachers and the immediate needs of their teaching reality, mitigated the impact of the neoliberal discourses of the three stages of reforms.
