The United States stands apart from most other western democracies in extending the right to an attorney only to criminal matters, and not civil ones. This thesis examines the development of civil legal aid policy in the United States in the absence of a sweeping ruling from the Supreme Court that confers a right to counsel in civil cases. This thesis aims to make predictions about the future developments of the Civil Gideon Reform Movement by using New York City as a case study.
