Developing an Implementation Fidelity Measure for an Evidence-Based Prevention Program with Preliminary Validation from Multiple Perspectives

Implementation research is a growing area in the field of psychology (Fixsen et al., 2005), and is in greater need as the demand for the use of evidence-based programs increases. Program researchers, developers and implementers are interested in the fidelity of implementation when these programs are disseminated widely. It is often argued that when evidence-based programs are implemented with fidelity, they produce better outcomes (Elliott & Mihalic, 2004; Fixsen et al., 2005); however, Durlak & DuPre (in press) found that implementation levels of 60% have led to positive outcomes. The following study outlines the development of an implementation measure for the Olweus Bullying Prevention Program, an identified evidence-based violence prevention program (e.g., SAMHSA). The present study incorporates both program specific components as well as general principles of effective programs into the measure and describes initial validation and revision of the measure based on expert feedback from multiple perspectives.
