Impact of Base Stiffness on Portland Cement Concrete Pavement

Criteria for base selection under Portland Cement Concrete (PCC) pavements have centered on the hypothesis that removing water from under the pavement and avoiding pumping will allow for longer pavement life. A variety of base types have been used under PCC without any increase in pavement longevity and with a substantial cost to the agencies and tax payers. Field observations from various test pavement sections have indicated that these bases have significant negative long and short term impact on the performance of PCC pavements and have led to premature failures of these pavement sections. Long term (12 years) drainage characteristics and non-destructive controlled testing data collected on the Ohio Test Road were analyzed to determine whether the use of these different bases provides an advantage to pavements. To develop a more comprehensive design procedure and to validate the phenomena observed in the Ohio Test Road, two test sections with two types of bases using different construction materials and under varied climatic conditions were instrumented on I-90 in New York. Data from these test sections was used to validate the results found using finite element models and the long term performance examined using the AASHTO mechanistic empirical pavement design program. The results of this analysis confirmed that the dense graded aggregate base can perform as well as if not better than the permeable cement treated base sections. These results also allowed the State of New York to implement a cost savings practice by eliminating the cement treated base from its design procedures.
