The All-China Women’s Federation created the Spring Buds program in 1989 to aid young female drop outs to return to elementary or middle school. This is a case study about how the Spring Buds program was implemented in Pingdu, Shandong, the effectiveness of the program and recommendations for the program’s future. The recommendations include: developing a mentoring program as well as a home-stay program, encouraging more Chinese to start their own charity organizations, and changing the way the Chinese view vocational education. The author conducted research for this thesis while she interned at a local children’s television show in Pingdu. With the assistance of journalists at the television show and Women’s Federation representatives in Pingdu, the author was able to interview Spring Buds girls, the Women’s Federation representatives themselves, local school officials, donors, and parents. Based on those interviews, the author details the implementation and effectiveness of the Spring Buds program in hopes of improving the program.
