Land Transfer, Large-Scale Agriculture and China's Grain Security

With a population of 1.3 billion people and unprecedented economic development, China faces unique challenges in grain security. Limited per capita arable land resources, an increasing population, urbanization, and rising living standards and consumption are straining China's grain production system to its limits. As China continues to develop, more grain will be necessary to feed raising demand. However, the traditional small scale production model will be unable to meet this new demand as inputs become too expensive. In response, the Chinese Central Government is experimenting with land transfer policy to concentrate land usage rights into large scale operations and allow the formation of grain production firms, thereby reducing scale input costs and increasing grain production. This paper demonstrates that economies of scale in agriculture have four key advantages over the traditional small-scale model; Mechanization, Agricultural Science, Branding, and Specialization. These four advantages have the capacity to reduce costs, increase yields, and raise revenue. Ultimately, the incentives afforded by scale economies in agriculture will help to ensure China's grain security.
