The Committee Advantage: Legislative Effectiveness of New Committee Members

This study explores the advantage that committee membership affords members of Congress. I develop and test the hypothesis that that previously effective members of Congress will be more effective following committee transfer than members of Congress who were not effective prior to transfer. Using data from 1973 to 2007 on 16 congressional committees, I establish that Pre-Transfer Effectiveness a reliable predictor of Post-Transfer Effectiveness across model specifications.
