Watershed Groups in Ohio: An Assessment of Diversity, Trends, and Policy Implications

In response to the growing interest in ecosystem management, there has been a recent proliferation of collaborative resource management partnerships across the U.S. These partnerships are extremely diverse, varying by region and exhibiting a wide range of structures and functions. In light of their heightened role in resource management, it is critical to describe the diversity of these partnerships to better understand their influence on natural resource policy and management. Through examination of 69 watershed groups in Ohio, a typology based on group member composition was developed. Groups were classified into three types: citizen-driven, agency-driven, and mixed. Comparisons across group types indicate important differences in organizational structure, resources, goals, strategies, barriers, and outcomes. Results were supported with follow-up focus group interviews with six watershed groups. Overall, Ohio watershed groups range significantly in both form and function. These differences challenge certain assumptions regarding the role of watershed groups and should be considered when involving them in planning and management.
