China's child welfare policies and the Hague adoption convention: suggestions toward implementation

This work suggests three possible avenues of implementation that would bring China’s child welfare policies more in-line with their 2005 agreement to the Hague Convention on Protection of Children and Co-operation in Respect to Inter-country Adoption. These three suggestions are relaxing the One-Child policy so children are able to remain with their birth families, relaxing domestic adoption regulations to enable willing Chinese families to adopt, and creating a formal national foster care system for disable children who have little chance of adoption . It focuses on each suggestion’s history, current situation, its possibility of success, and which policy suggestion has the highest potential for success concerning China’s orphaned and abandoned children.
