Solving Homicides in Rochester, New York: What Matters Most in Clearing the Case? Analysis of the Intersection of Neighborhood, Demographic, and Incident Characteristics

Social scientists have long observed that communities characterized by concentrated poverty and residential instability tend to have higher levels of violence and homicide. This thesis examines whether these neighborhood structural characteristics and associated social processes not only produce violence, but also impede identification and arrest of suspects in violent crime cases. Analysis of 550 homicides in Rochester, New York between 2000 to 2014 finds that only incident characteristics, and not victim or census tract characteristics, influence the odds of whether the homicide was cleared by arrest. Moreover, a qualitative analysis of homicide file narratives reveals that, even in homicides resulting from street justice or what Black (1983) termed the use of “self-help,” witnesses were cooperative in the subsequent investigation and instrumental in solving the case.
