Using Three-Level Hierarchical Linear Model Analyses Examining the Relationship between Political Culture and Teacher Autonomy

One of the key aspects of teacher professionalism and empowerment, teacher autonomy, is largely impacted by educational policies. Educational policies are driven by political culture. This study examined the nature of the relationship between political culture and teacher autonomy, and how this relationship is differentiated across the teacher and school characteristics. The three-level hierarchical linear model analyses of 34,660 teachers in 8,090 schools across the 50 states in the United States demonstrated that political culture does significantly associate with teacher autonomy. Based on Elazar’s three-part political culture typology, moralistic culture, which emphasizes equity, common good and promotes wide political participation, is most strongly associated with higher level of teacher autonomy. The individualistic culture, which promotes market, competition, and choice, is moderately associated with it. And the traditionalistic culture, which highlights hierarchical order and elite control, least relates to higher level of teacher autonomy. In addition, political cultures moderate the associations of teacher level factors with teacher autonomy in at least one instance. The more the culture is like individualistic or traditionalistic, the stronger the positive associations of teacher perceived school collaboration and leadership support with teacher autonomy. One implication of the findings is in order to increase teacher autonomy, which is proven to increase educational effectiveness, a moralistic cultural approach should be considered in educational policymaking.
