State Fiscal Policy In Relation to Quality of Life and Migration within the United States of America

This study investigates the impact of variations in fiscal policies across states within the United States through the lens of migration patterns and economic growth. The study specifically focuses on state debt issuance and personal income taxation in regards to fiscal policy. Migration patterns within all fifty states, excluding Washington D.C., were measured by assessing net in and out flows from the states beginning in 2010 and ending in 2020. Economic growth was evaluated by assessing changes in gross domestic product for each state for the same period of 2010-2020. Two multi-variable regressions are presented, one with the migration data as the independent variable, and another using the economic growth data as the explanatory variable. The study also presents an overview of the rating process for debt securities in general then concentrating on state debt. This leads into a discussion of the perceived safety of state debt due to constitutional limitations on debt issuance and consistently low state debt to GDP ratios. The first regression model is then presented giving attention to the strong influence of state total debt increases on state’s growth in GDP. From there the paper shifts towards the second fiscal policy factor: personal income taxation. A detailed history of personal income taxation within the US is presented, followed by the recent changes in state personal income tax policies. To conclude this section, the regression 7 model covering migration is presented. Results display multiple factors having a strong impact on migration. The percentage of a state’s revenue derived from income taxation being is emphasized, as it is capable of being changed by legislators. The paper concludes by synthesizing these results and exploring possible areas for future research. Overall, this research contributes to previous literature on fiscal policy and migration in the U.S., providing insights into the significance of policy differences across states and their impact on migration patterns and economic growth. The findings have important implications for policymakers in formulating effective policy that influence population and capital at the state level.
