The purpose of this research is to examine the Cincinnati Empowerment Zone, policies and practices of the Cincinnati Empowerment Corporation and develop recommendations for economic development for the Cincinnati Empowerment Zone. These recommendations for economic development include strategies that will attract businesses, prepare Cincinnati Empowerment Zone residents for the workforce, changes in the fund allocation process for project proposals and improved community relations. This research will identify the major barriers to economic development in the Cincinnati Empowerment Zone. The following is a list of the major barriers to economic development:* Educational Attainment and Job Skills* Location of Service Jobs* Practices and Policies of Cincinnati Empowerment Corporation* Crime. The Cincinnati Empowerment Zone is compromised of nine neighborhoods: Queensgate, West End, Over-the-Rhine, Mt. Auburn, Fairview-Clifton Heights, Corryville, Avondale, Walnut Hills and Evanston. Each of these nine neighborhoods has similar demographic profiles and each neighborhood is plagued with stagnated economic development. This research will aggregate the profiles of each Cincinnati Empowerment Zone neighborhood. It is necessary to aggregate the statistical data for each neighborhood because the recommendations portion of this research is applicable to the Cincinnati Empowerment Zone as a whole. Also, the allocation of funds is given to the Cincinnati Empowerment Zone as one entity; funds are not allocated to individual neighborhoods. This research will also examine the Cincinnati labor market and provide the context for which the employment conditions in the Cincinnati Empowerment Zone could exist. In addition, this research will determine the employment positions that Cincinnati Empowerment Zone residents qualify. This aspect of the research is particularly important because it details a necessary tool for sustainable economic development for the Cincinnati Empowerment Zone-employment. While this research offers recommendations for economic development, the strategies recommendation strategies have a holistic approach. It is hoped that this research will reveal the need to address a multitude of issues to improve and sustain economic development for the Cincinnati Empowerment Zone.
