The Role of Aid Providers in the Development of South Sudan

This study provides an overview of the legacy of aid providers in South Sudan and their current involvement in the development of the South. Since independence, the Sudan has suffered from years of civil war between the North and the South and they have only recently signed a peace agreement in 2005. The question explored is: What are INGOs and other external aid organizations doing (and what else can they do) to set the groundwork for an environment that will foster and develop the self-sufficiency of the local population in South Sudan? Research results from a survey of aid providers show that the effectiveness of aid depends on the program and approach. Perspectives vary according to peoples' approach to the issue but most agree that although some progress is being made, there are many obstacles standing in the way of meeting the primary goals of aid providers, namely: 1) Empowering the local people, 2) Assisting the Government of South Sudan in providing services and 3) Providing aid to people without other means of survival. This research highlights these obstacles and provides recommendations for how aid providers can address these problems.
