Abstract
Transportation systems have been an inherent part of cities and regions since times immemorial. Often, the very foundation of a city depends on the existence of a solid transportation system. While transportation systems primarily serve the movement of goods and people, they also are a strong medium for economic development within the city. They cause strong shifts in the economy of the area they function in and thus ultimately bring economic, social and environmental benefits to the city. The economic benefits are composed of many factors such as travel time and cost saving, job creation, property value appreciation, etc. One of the most important but often ignored components of economic benefits is the fiscal impact. The fiscal impact determines the costs incurred and revenue generated by a new project. Transportations systems directly or indirectly cause significant fiscal impacts on the city government’s budget. This study attempts to analyze the fiscal impact of the recently introduced Cincinnati Streetcar. It begins with a short explanation of how transportation systems affect a city’s/region’s economy and why it’s essential to assess the system in terms of economic impact. It touches briefly on the concepts of economic development and economic impact and then goes onto describe the various methods and approaches, currently in practice, for conducting economic assessment of transportation systems including fiscal impact analysis techniques. The study applies the OKI Fiscal Impact Analysis Model to the streetcar corridor and attempts to explain the Model results with respect to the streetcar proposal’s fiscal impact over a six year period, since the proposal was approved. It concludes with the benefits and drawbacks of using the Model for analyzing the fiscal impact of public transit projects.
