New Territories of Equality: Conceptualizations of Climate Justice in International Environmental Non-Governmental Organizations

Non-governmental organizations (NGOs) have become increasingly important in the context of negotiations concerning climate change over recent decades. NGOs pursue climate justice on behalf of developing countries in the United Nations Framework Convention on Climate Change, the main international climate negotiating body. It is important, therefore, to understand what these organizations mean by "justice" and how these meanings may impact vulnerable communities, especially Indigenous Peoples, who potentially have the most to lose from climate change. Through semi-structured interviews and investigation of online material, I investigated what these organizations mean by "justice," especially as it corresponds to the definitions of procedural and distributional justice given by the seventh and ninth principles of the US Environmental Justice movement. I learned that most organizations’ notions of justice are primarily concerned with procedural justice, in particular through a focus on full and equal participation in decision-making and consideration of local contexts. Although the Environmental Justice movement began in the US, its principles are applicable at the international level in the context of climate change negotiations.
