The purpose of this study was to define an alternative approach to Ohio's current allocation of resources process using data envelopment analysis to measure efficiency. Developing this alternative method to the state share of instruction (SSI) formula by identifying efficient and inefficient public universities in the state of Ohio is the first step in competing globally and maintaining taxpayer support through transparency, accountability, and performance measurement. To achieve this, a data envelopment analysis (DEA) model was developed using total expenses, graduation rate, retention rate, student-to-faculty ratio, and in and out of state tuition. The intent of the determined relative efficiencies of each public university is to serve as a framework for SSI distribution and will improve the research basis, knowledge and practice of performance-based allocations in higher education.
