Abstract
The Highway Capacity Manual (HCM) recommends a procedure for adjusting the capacity estimate for freeways to account for maintenance and construction activities. This adjustment is used within the HCM recommended methodology for analyzing queuing on freeways, which is a deterministic analysis up the build-up and dissipation of queues. The purpose of this research is to examine a variety of deterministic tools for analyzing freeway segments and determine which incorporate the HCM methodology or portions thereof. The examination is limited to six tools which have been developed as Microsoft Excel spreadsheets, where the logic contained within the tool can be scrutinized. These spreadsheet tools have been developed and/or used by state departments of transportation including Oklahoma, Alabama, Missouri, Pennsylvania, New Jersey and Ohio. The queue estimates calculated by these tools are compared using three case studies in Ohio to evaluate the differences in their calculation procedures. The examination shows that the New Jersey, and Ohio spreadsheets require the user to input a capacity value. The Oklahoma, Alabama, Missouri and Pennsylvania spreadsheets use HCM capacity values or capacity calculation. None of these spreadsheet tools use the HCM recommended methodology for analyzing over-saturated conditions. A comparison of the capacity and queue estimates shows that the Missouri and Pennsylvania spreadsheet tools provide the closest estimate of the observed maximum service flow rates during the work zone lane closures.
