For students who need academic challenges beyond that which can be addressed in the typical classroom, gifted and talented education (GATE) programs are intended to provide the best match. The absence of educational opportunities that best match the needs of gifted students could lead to negative student academic and social and emotional outcomes. Culturally different students face barriers to accessing GATE programs. When culturally different students secure access to GATE programs, they are further challenged by educational practices that fail to take into consideration cultural identity and patterns of exclusion and therefore compromise efforts at securing an educational best match. The purpose of this research was to identify best matches between service models and students by evaluating the impact service models have on elementary student math performance while considering the influence of the learning environment and cultural identity. The findings of this research provide data to assist in policy making concerned with culturally responsive practices, with respect to use of service delivery, and could open pathways to greater opportunities for underrepresented and underserved gifted students to realize their academic potential. This study used an ex post facto quasi-experimental design and mixed-effects multilevel regression models in the analysis of the data. The findings of this study are that the effects of gifted programming service delivery models were moderated by learning environment and cultural identity. Consequently, the educational best match for gifted students as identified by this study varied across learning environments and student identity.
