Social Impact Assessment of Water Management Projects—The Case of the Niger River Basin

Social Impact Assessment (SIA) is relevant to large-scale project developments. It enables project proponents and funders to assess and predict the impacts of planned activities on the population. The main purpose of SIA is to maximize positive impacts on the society, and minimize the negative ones. The Niger River Basin Management Project (NBP) has gained attention among environmental NGOs and newspapers about its potential impacts on the residents of the Basin. Hence, negative impacts can be important. To this end, the present thesis investigated how the NBP used SIA to report projected impacts of the activities, and how effective the impact assessment was. The investigation was based on documented sources from the World Bank and the International Association for Impact Assessment (IAIA) websites, and on key informants’ interviews. Results showed that the NBP SIA accounted for occurring impacts during the construction and operation stage of the project. However, it did not account for population change variable. In addition, the NBP SIA based its impacts predictions on past projects in the area. Findings on the effectiveness of NBP SIA showed issues related to governance in the Basin, which weakens equity, and capacity for learning. Finally, recommendations were made to develop regional indicators and strengthen governance in the region to improve NBP SIA. In addition, the Integrated Water Resource Management (IWRM) strategy was an essential component of the project, however issues related to its implementation in the concerned countries indicated the need for more studies on the feasibility of IWRM in the region.
