An Ethical Analysis of The Black Panther Party and The United States Government’s Sickle Cell Anemia Initiatives

The Black Panther Party and The U.S. government would both create and implement their own Sickle Cell Anemia initiative in an effort to address the Sickle Cell Anemia “crisis” experienced within communities of color during the early 1970’s. The Black Panther Party as well as the U.S. government would implement their respective Sickle Cell Anemia initiatives as a way to serve dual-agendas--one health care based and one that would serve the distinct political agendas identified by each entity. A Utilitarian framework as well as bioethical principles served as benchmarks for ethical analysis. The Black Panther Party’s Sickle Cell Anemia initiative and that of the U.S. government was examined in an effort to analyze the ethical prowess of each entity’s dual-agendas. A conclusion was derived that denoted that while both entities satisfied the Utilitarian criteria for an ethical action, the U.S. government’s lack of transparency as it related to its political agenda fails to honor the bioethical principle of respect for autonomy. Implications for implementing initiatives in which their respective purpose is not fully disclosed are discussed as well as recommendations for future research.
