The Chilean Model: Has it Failed?

Chile revolutionized its pension system in 1980 following the military coup d'etat of Augusto Pinochet. Once in power, Pinochet sought to reverse the socialist policies implemented by former Chilean President, Salvador Allende. Among Pinochet's more prominent reforms was the privatization of Chile's retirement system. Initially, this reform appeared to be a signal success that played a crucial role in rebuilding the country from a period of extreme economic hardship and disarray. More recently, however, a growing chorus of voices has begun to question the long-term efficacy of the free market innovations. The aim of this thesis is to evaluate this charge, addressing the question: does the evidence to date support the conclusion that the Chilean Model has failed? Though the complexity of economic systems and the limitations of the data demand caution and render the conclusions of this research tentative, the wide-ranging assessment conducted herein makes a clear cumulative case for the following conclusion: though minor reforms to the Chilean Model are justified, the system has not failed and ought not be replaced with a Pay-As-You-Go system.
