The Jackson Purchase region is a rural, agricultural region southwestern tip of the State of Kentucky. The region is suffering from job loss and below average per capita income. The region seeks to redirect its economic development efforts through the identification of regional industry clusters and implementation of an industry cluster program. This thesis attempts to serve as a guide for the Purchase Region and other similar rural regions on how to conduct and apply cluster analysis to targeting economic development efforts toward regional specialization. First, a thorough introduction to the background behind the industry cluster concept is included for better understanding. The literature review examines industry cluster efforts of rural regions and their processes for organizing as well as articles on cluster development. Finally, Recommendations are made to the Purchase Region concerning how to organize an industry in the region and develop an industry cluster program.
