Growing concerns of congestion in Cincinnati’s Eastern Corridor have prompted decision-makers to examine the feasibility of a multi-modal approach to provide a solution to this problem. Two light-rail alternatives were originally examined for their ability to, increase accessibility to areas not currently served by transit, connect people with jobs, provide better service to the transit dependent, connect people with regional attractions, reduce the demand for new highway capacity, and support and facilitate bus, highway and transportation systems management investments (ODOT 2006). This thesis examines the potential ridership for the two light-rail alternatives in Cincinnati’s Eastern Corridor Study to compare which is better suited to address the need for light rail in the study. Average daily weekday boardings at individual stations on either of these two alignments are predicted using the LRRR model developed by Kuby, Barranda and Upchurch (2004); a nine system regression accounting for station area employment and population, intermodal access, socioeconomic, network structure and climatic factors. The tier 1 record of decision has dismissed the Wasson alternative as a feasible solution to address these aforementioned needs. However, this case study finds that the Wasson alignment is able to produce nearly two times as many boardings as the favored Oasis alignment for the 2000 and 2030 scenarios. The findings from this research support the need to reevaluate this decision.
