Abstract
The Tlingit in Sitka, Alaska perceive their herring (Clupea pallasii) egg subsistence harvest under threat due to consecutive years of poor harvest. The primary responsibility, according to the Tlingit, for the reduced harvest is with Alaska Department of Fish & Game concerning the way the commercial fishery is managed. In contrast, Alaska Department of Fish & Game believes that the herring population, based on their data, is the strongest it has been since they started managing the fishery in the 1960s. Given the wide diversity of opinion between stakeholders from tribes, government, and commercial fishing outfits, this thesis examines the commercial herring sac roe fishery and how it is impacting the Tlingit herring egg harvest while illuminating the dichotomy of knowledge valuation that exists between state and local actors. Through the lens of herring eggs and Tlingit subsistence, this paper will explore the dynamics of government regulation and control, scientific fishery modeling, and broader economic influences on administrative and commercial practices. In order to fully understand the power dynamics and how they manifest in the lives of the Tlingit, this thesis will explore three areas of concern that include; 1) Traditional ecological knowledge as it relates to the herring egg harvest and associated practices in Sitka Sound, 2) Knowledge politics between Alaska Department of Fish and Game, Sitka Tribe of Alaska, and the Tlingit community, and 3) The ramifications of Alaska Department of Fish and Game herring sac roe fishery management policy on the local, regional, and statewide subsistence practices of indigenous people.
